IL P.S.R. PUGLIA NEL QUADRO DELLE POLITICHE DI SVILUPPO DEL TERRITORIO.

The aim of the work is to improve the reading of the reform of rural development policies in the Apulian region for the period 2014-2020, considering how this did not help to reducing the transition time and the costs of transition of these policies, but it accentuated its planning and implementation complexities in several aspects. Strarting from the reconstruction of what we mean when we talk about rurality, we started from the European scale starting from the concept of the Common Agricoltural Policy, then going through the national scale, finally arriving at the regional level, but always considering in every both the history that has proceeded with the current planning and the financial plans put into play to carry forward the policies. By analyzing the main phases of the complex implementatin chain of the RDP, an attempt was made to understand how policies at Europea, national and regional level can influence the coices of local actors in decisions concernng the development of the rural area. We tried to investigate what tools are aviable to local actors, in order to develop theri territory and evolve the concept of rurality.

Obiettivo del lavoro è migliorare la lettura della riforma delle Politiche di sviluppo rurale della Regione Puglia per il periodo 2014-2020, considerando come questa non ha contribuito a ridurre i tempi e i costi di transizione di queste politiche, ma ne ha accentuato le complessità programmatorie e attuative in diversi aspetti. Partendo dalla ricostruzione di cosa si intenda quando si parla di ruralità, si è partiti dalla scala europea partendo dal concetto di Politica agricola comune, passando poi per la scala nazionale e arrivando infine a livello regionale, ma considerando sempre in ogni fase sia la storia che ha proceduto l’attuale programmazione vigente sia i piani finanziari messi in gioco per portare avanti le politiche. Analizzando le principali fasi della complessa filiera attuativa del PSR, si è cercato di capire in che modo le politiche a livello europeo, nazionale e regionale possono influenzare le scelte degli attori locali nelle decisioni che concernono lo sviluppo dello spazio rurale. Si è cercato di indagare quali sono gli strumenti a disposizione degli attori locali, al fine di sviluppare il proprio territorio ed evolvere il concetto di ruralità.
