This thesis analyzes the issue of risk allocation in major public works, examining the role of different procurement models in the distribution of responsibilities between the public administration and the economic operator. After providing an overview of the public procurement system and the main procedures established by Italian law, the concept of contractual risk is explored in depth, and a theoretical framework is developed for analyzing the various forms of risk allocation. The research is based on a multiple case study methodology, aimed at comparing projects carried out using different contractual models. The objective is to identify the main challenges and advantages associated with the various contracting methods, evaluating their effects on timelines, costs, and quality of execution. The results highlight how proper risk allocation is a determining factor for the effectiveness and success of complex infrastructure projects.
