This thesis analyzes e-government as a multidimensional phenomenon characterized by the interaction between digital service delivery, user engagement, technological infrastructure, and enabling conditions. The main objective is to translate this theoretical construct into an analytical framework composed of observable dimensions, enabling a link between academic literature and empirical measurement tools. The research is based on the United Nations E-Government Survey, examining its structure, indicators, and assessment methodology. The developed framework is applied to the Italian case in order to evaluate the level of digital maturity and identify key strengths and weaknesses. Overall, the thesis contributes by integrating theoretical perspectives with empirical evidence, providing a structured approach to the analysis of digital government.

Abstract
This thesis analyzes e-government as a multidimensional phenomenon characterized by the interaction between digital service delivery, user engagement, technological infrastructure, and enabling conditions. The main objective is to translate this theoretical construct into an analytical framework composed of observable dimensions, enabling a link between academic literature and empirical measurement tools. The research is based on the United Nations E-Government Survey, examining its structure, indicators, and assessment methodology. The developed framework is applied to the Italian case in order to evaluate the level of digital maturity and identify key strengths and weaknesses. Overall, the thesis contributes by integrating theoretical perspectives with empirical evidence, providing a structured approach to the analysis of digital government.| File | Dimensione | Formato | |
